S. /usr/ports/Mk/bsd.port.mk und die History von <sys/param.h> bzw.
https://www.freebsd.org/doc/en/books/porters-handbook/versions-11.html .
__FreeBSD_version wurde (sehr) kurz nach 11.0-RC1 erst auf einen Wert
>= 1100122 gesetzt.

Ich hab auf einem älteren (10.x) System soweit keine Probleme mit
ALLOW_UNSUPPORTED_SYSTEM. Ich würde das zwar nicht uneingeschränkt
empfehlen, aber gerade bei deinem System hätte ich echt keinerlei
Bedenken damit.
