I thought I'd be a good boy and try the obvious thing myself, running
the bare "pkg upgrade" as you suggested. To my shock, I get exactly
the same output, offering-but-you-cannot-refuse all that X11 stuff.

Something is wrong. Perhaps related to pkgbase? But I'm on FreeBSD 14.
