Adding Users and Account Maintenance

So I see today on my 15.0/Stable install where all of the sudden, when I go
to Settings/System/Users, the screen is blank.

Of course the system isn't crippled, but I thought I would add a profile
picture and an extra user account, but that's not possible at this point.

Any ideas on this?  Thanks in advance.
