Yes. 1.0.2.1 is recommended. 1.1.3.7 is better at DPMI, sound, has
joystick handling and a few other things but is rougher around the edges.
I would say, if you're happy with 1.0.2.1 then use it, but if you have
problems with it then those might be solved if you risk using 1.1.3.7.
It's a little unfortunate that the current maintainer of the 1.0.x series
does not have much time anymore though and some known bugs in 1.0.2.1 have
been left unfixed.

BTW, your page is linked from http://www.dosemu.org -- only there are far
more users downloading than giving you feedback I think.
