Yup, "real" LFN processing is no part of the non-GUI portion of DOS 7, but
the interface is there.

However, (and this is what is often "forgotten" about LFNs) the filename
is just one feature among the LFN issue, there is also:
+ filesize (aka "largefile" attribute under Unix),
+ length of absolute pathnames (there is a -- probably never used --
feature that a filesystem has specific limits about directory depth,
length of an absolute/relative/individual pathname, retains/require case
etc.),
+ upper/lower case retaining,
+ support of UNC (well, not directly LFN, but is often intermixed when
it comes to LFN),
+ three different "time"s of a directory entry,
+ the association between LFN and SFN,
+ interworking LFN aware and LFN non-aware drives.
+ And maybe more.
