a) support "correctly" RTF is like producing universal brake disks for
all existing types of cars (am I cryptic?)
but you say "for multilingual documents"...
b) the poor men's rtf is LaTeX2rtf for DOS:

c) Who the hell know's LaTeX!!!!
d) I heard, that LyX (http://www.lyx.org) is now GUI-independent, so you
could just use some DOS-based grafics toolkit (Turbo-Pascal?,
WxWindows?) and port LyX to DOS, produce LaTeX with it and translate
it to RTF.
e) rtftools, from the Wisconsins Primate Institute convert RTF to LaTeX,
thus can be opened by LyX
I can't say much about the Quality of multilinugal support of LaTeX2RTF
and rtf2latex, although officially I'm the maintainer of the first.
However we _can_ create cyrillic documents by now with it...
