HTML help documents

For those who have followed the HTML help threads, you'll know that I 
was going to rewrite help.exe, and keep the existing .HTM files but 
modify them.

Now its the other way round! It has been brought to my attention that 
there are serious licensing issues about the .HTM files. For instance:

The only documents that are worth keeping are the index file (help.htm) 
and the (c) MS files! Actually there are no specific statements of 
authorship, what license covers the HTML documents etc. I'm not a 
lawyer: I absolutely *refuse* to work on something unless it is clearly 
free and open, and legally so.

So I'm going to start a HTML help documentation project, under the GNU 
documentation license etc. It will have subprojects and small, 
clearly-defined tasks that people can contribute towards. And it will be 
made clear to all contributors that they must use the GNU license.
