I keep FreeDOS as main OS because ... because I use emTeX to typeset
my texts :)
Unfortunately I PREFER plain TeX. :)
(Maybe because I can grab source of "The TeXbook" and can't
Lamport's LaTeX user's guides. But let's not quarrel if
LaTeX or TeX is better.)

I grabbed latex2rtf-1.9.13_dos.zip and fast shots from Polish user:

BABEL, inputenc - they allow multilingual texts typesetting, but
they are not popular in Poland.
1. BABEL - because we have our own format: platex (=LaTeX 2e), 
lamex (= LaTeX 2.09).
2. \usepackage[codepage]{inputenc} -  preffered TCL (or sth like this, you write 
a command choosing encoding in first line of your TeX document). 
I can remember correctly but there is sth wrong with inputenc. It's change
category of chars making them active characters, or sth like this.

I thought also about Unicode Text Document like sth generated by Word 97.
(Err, you can download Pascal source of Russian ALternativij 2 Word 97 Unicode
