I agree! Moreover, it is very difficult to enforce copyright law without 
copyright assignments. I'd include the FDL, and I'd probably just put 
the full license notice in a 'title page' file, and then have something 
standard like this at the end of others:

"This is part of the FreeDOS HTML Help Documentation.
Copyright (C) 2002 [Copyright Holder]
See [title page] for copying conditions."
