Licensing special software

Hi, By software I understand not only code, but also all the elements that compe up in the code generation. Henrique Peron and myself have prepared an upgrade on the xkeyb "KEY files set" that would fix those problems ocurring in the .KEY files that define the national layouts, but do not have directly to do with the program executable. We understand this to be software, but not code, and would like to choose a free-style license for such a package. GNU-GPL often refers to "program" in its text, so does not seem to be appropriate for this situation. Does anyone have ideas or comments about the choice of an appropriate license for such a material?
