[PATCH glibc v1 0/1] make root call task_max_priority

This patchset makes GLIBC's setpriority clamp its prio value
to the range [-NZERO, NZERO - 1] and call task_max_priority
when invoked by the root user, which allows the user to raise
its scheduling priority (lower its nice value).
