You went into the deep end there!

Debian GNU/Hurd only supports svsVinit.  Guix Hurd uses the Shepherd for =
init.  I believe that Gentoo Hurd (1) is trying
to use openrc for its init, but I don't know.

You can probably use the shepherd on Debian GNU Hurd for your user servic=
es, which would be similar to=20
"systemd=20user services" (2).

All that is say, you may be able to hack your Debian GNU/Hurd to boot via=
 the shepherd init systems, but
no one has done this before.  So you will have to do all the work yoursel=
