I'd say merge what you have into 10.5.x and let Hurd developers pick it up.

AFAIK GNU uses Debian for its "official" Hurd releases, based on a
snapshot published shortly after every new major Debian release. It's
a good idea to use that for automated Github CI testing as well.

Can you be more specific on what's wrong with the Debian Hurd image?
