new module in CVS

Hi,

I (or rather Jeff) created the CVS module hurd-l4.  The objective of that
module is to hold the development code of the port of the Hurd to the L4
microkernel.  I need a place to make my code available to others, and this
was the most convenient place to put it.

I also committed my version of libl4 and the bootloader laden (our kickstart
replacement).  This is working code, but it's not perfect.  For example,
building it is not the most straightforward process (libl4 needs to be
installed before laden, for example).
