Hi,
I'm one of the guys working on ArchHurd. I'll try to summarize what we did
to get started. I am not sure though how much of this can be applied to your
case as you may be able to use the Debian/Hurd packages as a base for
the Ubuntu based distro. (I don't really know a lot about Trisquel though so
I maybe wrong on that)

The steps we went through are pretty much the same as with creating/forking
a linux distribution. We cross-compiled a system and got the toolchain
working. Then we built all the dependencies needed for the package manager
and creating packages and started building packages.
You can take a look at our scripts for cross-compiling the system at [1] if
you want but please keep in mind that they are very messy and some parts
are pretty broken. We plan on cleaning/fixing them up and documenting the
whole progress but we haven't had time to do so yet.
For help on cross-compiling a whole system you may also want to check
CLFS[2] which helps a lot to understand the process even though it's intended
for linux.

And last but not least, we ran into quite some trouble because we
overlooked/ignored some patches that are needed. So be sure to thoroughly
check the debian patchtracker :)
