True, but one might still argue that sysupgrade's failure to upgrade the base32 set is a bug of its own. I don't actually remember how I installed it in the first place when installing NetBSD 10.1, but it may well have been an afterthought since /etc/mtree lacked set.base32 when I looked on 11.0 after I'd noticed the set installed was still the 10.1 one. After all, this failure to update the set was all but obvious to diagnose.
