GCC 14 now default for several platforms.

i just changed the default for arm, arm64, riscv, sparc*, hppa, and
vax to be GCC 14.

i recommend a clean build, though my experience is that not doing
this will just lead to a build with parts compiled with both and
normally working.

please send-pr or email here problems you encounter.

note that pkgsrc will have some issues until new error conditions
are handled there.  i've commited many fixes, but i also do not
have real fixes for about 20 packages where forcing this works:

   CFLAGS.NetBSD+= -Wno-implicit-int -Wno-implicit-function-declaration -Wno-builtin-declaration-mismatch -Wno-incompatible-pointer-types -Wno-int-conversion

but this isn't a commitable workaround (and is the full set of
flags, most packages only need 1-3.)
