Setting up GPIO pins from a overlay

Setting up the nature of a GPIO pin from an overlay appears to be
possible with Linux.  Since overlay incantations for Linux really do not
seem to work with NetBSD, I was wondering if anyone has done this with a
NetBSD overlay??

In particular, I would like pin 17 on a GPIO port to be configured as an
output pin, low from an overlay being used on a RPI3.

Yes, I realize that I can set it with /etc/gpio.conf later, but it would
be helpful if the pin started life out as a output pin, low...
