NetBSD-11.0_RC1-amd64.iso has no base32 set and sysinst fails

Hi,

I have tried to install NetBSD/amd64 11.0_RC1 from NetBSD-11.0_RC1-amd64.iso.
And the installer complains "Release set base32 does not exist."

I found that NetBSD-11.0_RC1-amd64.iso does not have base32*.* inside.

I have attached some screenshots related to my problem.

What is the expected behavior?
