ld.elf_so: vax: XXX Temporarily disable DEBUG code

which has been introduced by rtld_start.S,v 1.21:

Due to this code, /bin/sh dies by `Fatal error`, which results in:
PR port-vax/60478 releng testbed is busted on VAX
