TET framework

Hello!

I put the article about building and running TET framework from scratch on the 
wiki (http://wiki.netbsd.se/How_to_run_TET_framework).

The rationale is
 - can build non-publish or recent versions independently of pkgsrc tree
 - some test suites require the lite version of TET (pkgsrc version provides 
only distributed one)
 - possibility to build TET out of pkgsrc infrastructure (f.e. for embedded 
systems)
 - quickstart like description to run TET on target system
