wip/basepkg: NetBSD system package

Hello

I am working on wip/basepkg that follows syspkgs project[1]. It can=20
make base system packages as syspkg.

I gave an presentations in AsiaBSDCon 2017 and 2018[2]. I am using
it and it seems to be work well. But it has still a few problems
(dependency, naming of package, build server, etc).

Source code and usage are here[3]. I want to obtain feedback from=20
users of basepkg.
