AIUI, newfs just does seek and write on the raw device.  My guess would
be a vnd(4) issue.   I am unclear on what you did exactly:

  - Is this running as amd64?
  - What is the backing filesystem where you have the file that is used
    for vnd?
  - Did you pre-create the backing file with "dd if=/dev/zero of=fs1.img
    bs=1m count=500"?
  - Are you running newfs to /dev/vnd0d, or ?
