Actually, I disagree.  (A per-bpf-open ioctl would be OK
philosphically, but seems to me like a wrong way to control it.)

Indeed.

IMO bpf should tap at the lowest possible level.  If you don't want to
see packets with vlan tags, it seems to me the right thing to do is to
set a bpf filter that doesn't include them.
