I have, but after switching the machine that has the most repeatable 
problems to a new ISP, the IP address hasn't changed, so I fear that the 
switch hasn't given us any new information.

I switched back from the pkgsrc one to the netbsd-10 one a few weeks ago, 
and, again, no issues, but also no IP changes with this ISP.
