Ready for Review: wip/xdgmenumaker

I just created the package wip/xdgmenumaker. Similar to wip/menumaker
this creates menus for various window managers based on the .desktop
files it finds in the XDG directories that desktop environments use for
their menus. It also uses Python and seems to be more up-to-date.

I've tested it on my NetBSD/amd64 desktop and it worked fine. As it's
using Python I don't expect it to vary much among the different ports.
I did not try to add Pillow to it or make the man page, which requires
txt2tags.
