If that's the case, then playing devil's advocate for a moment, why do 
we not have a 2-clause BSD license text at the start of each one?

I don't think we can rely on some overall covering license, given the 
various different licenses used in the tree.  For example bsd.pkg.mk is 
explicitly marked as public domain, some wrapper scripts are 3-clause, 
etc.
