Circular dependencies now included in bob reports

This is a partial report, showing a new feature I added to bob this 
evening: reporting on circular dependencies.

Previously these made the scan fail, and were only reported to the 
console (same as pbulk) with no public notification and no builds, but 
having them in the report is a lot more useful so that people are 
made aware of them, and other packages are still able to be built.

The circular dependency itself has already been fixed (thanks drixter!),
and I will prune this intermediate report so that the next build is 
correctly diffed against last night's full build.
