I'm currently working on it, and chose 3.31.6 as the baseline.  4.x
required us to patch a bunch of packages, so I don't really understand 
why we were so aggressive in updating.

Is there even a single package out there that requires >=4.0?  The only 
CMAKE_REQD I can see is this one:

   devel/kdiff3/Makefile:CMAKE_REQD+=              3.1

which is hardly modern.

All it needs to do is build all packages correctly, ideally with the 
absolute fewest features enabled.  Users who want extra cmake features 
for their projects outside of pkgsrc can just use the main package.

I'll dump this in my trees for a bit of a shake-out first.
