 You are absolutely right! It works now in the RPi4 under Tigervnc:
 
 netbsd-raspa4$ cat /home/ramiro/.config/tigervnc/xstartup | grep export
 export LANG=es_ES.UTF-8
 export LC_NUMERIC=C
          export PATH
 netbsd-raspa4$
 
 I see now the controls in pavucontrol UI!.
