 As a workaround - gcc12 seems to build fine in
 https://reports.pkgci.org/Darwin/14.5/arm64/20260320.1921/meta/report.html
 (IIUC on a slightly older macOS)
 so you could use the binary package from there, see
 https://pkgsrc.smartos.org/install-on-macos/
