Import py27-debinning-1.0.0 as wip/py-debinning.

Two algorithms to remove the bias inherent when binning data
into histograms. These algorithms, based only upon the data
and knowledge of the background shape, are then used to create
binless and binfull representations of the data.CVS: ----------------------------------------------------------------------
