Update wip/rsstail to rsstail-2.0.

pkgsrc changes:
 o rsstail now also depends on converters/iconv

Changes:
2.0: Fixed a segfault when encoding-type missing
1.9.1: Fixed a segmentation fault while reversing empty feed
1.9: Add encoding conversion support
