.include or DEPENDS+= for Meta Packages?

I'm creating a meta package to install all the components of the ROX desktop and I'm wondering if I should use the "DEPENDS+=" method or the buildlink3 method (include "../../category/pkg/buildlink3.mk") method to pull in the various packages for the ROX desktop. I see meta packages in the meta-pkgs directory that use one or the other but it seems like which one gets used depends on the whim of the maintainer. So which should I use? I know the buildlink3 method is used in most of pkgsrc, but is it really appropriate for a meta package?
