new GNUstep package ... help?

I am trying to package a GNUstep app, which needs to use commands in
${PREFIX}/share/GNUstep/System/Tools when building.  How do I add that to
PATH in the Makefile?  Or do I need to add with USE_TOOLS and manually set a
TOOLS_PATH.foo for every command there?  That is very awkward if the number
of commands is large.
