wip/hylafax update 4.4.0->4.4.7

We have serveral outdated hylafax packages:
  comms/hylafax		4.2.5
  wip/hylafax		4.3.4
  wip/hylafax-devel	4.4.0

Two versions in wip
are broken both in two points,
  (1) patch-ae rejected (for configure)
  (2) libtiff wants 3.4 thru 3.8
      but graphic/tiff already gone to 3.9
  (3) And PKG_DESTDIR_SUPPORT is none yet.
 
I have prepared experimental patch for
  wip/hylafax-devel 
     4.4.0 -> 4.4.7 and DESTDIR support
     (DESTDIR support is borrowed from comm/hylafax)
