Hmm.  I seem to have been mistaken...  The bootstrap kit is not a
binary bootstrap kit -- it contains autogenerated C-files generated by
a build, and those C files are then built during the boostrap process.
 So it is somewhat more harmless than a binary kit.  Dunno what our
policy is for that kind of files wrt signing the developer agreement.
