packages cannot find -ldl, dlopen, etc.

Been having this issue across many packages and it's stalling their imports.
Even after including mk/dlopen.buildlink3.mk, DL_LIBS is blank (with bmake
show-var) and also DL_LDFLAGS and DL_LIBS are blank in MAKE_ENV (they are set,
just empty).

Any ideas?
