I do not think this is necessary/correct.  Both these packages includes 
xulrunner/mozilla-common.mk, and that file contains the line
   USE_TOOLS+=             pkg-config perl gmake autoconf213

And having USE_TOOLS+=autoconf makes the bulk build fail to start with
the message:
   'autoconf' and 'autoconf213' conflict in USE_TOOLS.
