wip/eclipse plugin development wizard not available?

When you say File -> New -> Project, "Select a Wizard" drop down appears.
As per many plugin development tutorials (e.g.
http://www.vogella.com/articles/EclipsePlugIn/article.html) this drop down
should contain "Plugia Developmentn" as a wizard.

This wizard doesn't appear in the wip version on NetBSD.

(Although above tutorial is for eclipse 4.2, I have seen eclipse 3.6
getting this wizard on Linux.)

Any leads on that? Can plugin development wizard be installed as add on?
