I have added buildlink to ncbi-lib. I am not sure what else is supposed to
be done.

mpiblast allows overriding NCBDIR (which defaults to its captive copy) and
then it will look for $NCBDIR/include and $NCBDIR/lib etc.

How exactly shall I override NCBDIR? Is buildlink supposed to help meet
above directory structure?
