Please review wip/suse100_devel

Hi,

wip/suse100_devel packages the content of the SUSE toolchain rpms 
(gcc 4 based) plus associated libraries. It is intended to be a 
replacement for the suse_devel package (v.7.3) which was removed from 
pkgsrc a while back.

Please review.
