wip/policykit & wip/hal

Hi all,

after long sleep time, I just start work on pkgsrc :) So I update these
two packages, at this moment, it's not possible to compile hal with
policykit cause consolekit is missing.

both of them are updatet to last stable version, so i was migrate
little-bit from hal-dev. Please test it, and correct it for your
system.

volume_id.mk is now work with wip/volumeid if system is not Linux.
