I never created packages with options and I'm not sure is something
wrong with them in nginx-devel or not.

Anyway always use pkglint for checking your packages.

The very first string in the patch should contain $NetBSD$.
I recomment you use pkgtools/pkgdiff package to generate patches
semi-automatically.
