Hi,

Please review wip/py-mx-base and send me comments.

py-mx-base contains the base set of packages, such as mxDateTime,
mxTextTools, mxTools, etc. and is required by all other mx distributions.
The packages in this distribution are made available under an Open-Source
license.

(time/py-mx-DateTime is deprecated, and is included into py-mx-base,
so better remove time/py-mx-DateTime after import devel/py-mx-base)
