Please review wip/dcc on !NetBSD

Hi,

due to a shortcoming in the configure script it wasn't possible to
successfully build wip/dcc on non-NetBSD platforms.  This should be
fixed now but I can't test it, so it would be nice if somebody with
a non-NetBSD pkgsrc-box (where make is actually *gmake* and pkgsrc
packages get built through invoking something else.. bmake for
example) could give it a try..
