On every commit, $NetBSD(|:.*)$ is replaced with $NetBSD: <id_of_the_commit>$. Usually, you should use $NetBSD$. Note: pkgsrc-wip's cvs does not replace $NetBSD$. Look at pkgsrc/pkgtools/pkgdiff, in particular pkgvi/mkpatches/patchdiff, for tools supporting working with patches for pkgsrc.
