I have tried building it on NetBSD-6.99.10/amd64 and get:
ld: aes.o: relocation R_X86_64_32S against `.bss' can not be used when making a shared object; recompile with -fPIC
aes.o: could not read symbols: Bad value
gmake[1]: *** [libpolarssl.so] Error 1

About the option: Since "only-lib" is polarssl-specific, it should be
called "polarssl-only-lib". Though I'm not sure if it shouldn't rather
be a default-off 'polarssl-examples' option instead, but that's just a
question of taste :)
