Two new packages - libhidapi, emokit

Hi pkgsrc-review,

Within the next 10 minutes two new packages will be committed.

emokit  - Emotive EPOC EEG (Electroencephalogram) headset.  The library allows 
you to read the raw sensor data from the device (retail device, not sure about 
dev. version.)

So maybe if a few apps are written we will be able to write patches with our 
minds solely :)

And a dependency of emokit libhidapi which is built on libusb-1.0 and provides 
a library for usb access for emokit.

The packages seem ready so to any of you lucky enough to own one of these 
headsets please test it.
