I have tested starplot and it seems to work without problem on my
machine (NetBSD 6.1.2 amd64 pkgsrc2013Q4).
I read in the INSTALL document that the user of the program needs a
Greek character font installed, according to it the DejaVu font
package works fine for this. Pkgsrc has DejaVu fonts in fonts/dejavu-ttf
so that should be a dependency. The document also mentions pkg-config,
so adding pkg-config to USE_TOOLS is a good idea. Running "make
configure" reveals some other dependencies that are not mentioned in
the INSTALL document and that might be dependencies for GTK2 but I
mention them anyway.
Configure searches for bison and msgfmt so add these to USE_TOOLS.
iconv is mentioned so I guess that it is good to include
the buildlink file from converters/libiconv. 
Pthreads are also mentioned. Running ./configure --help gives
  --enable-threads={posix|solaris|pth|win32}
                          specify multithreading API
  --disable-threads       build without multithread safety
"build without multithread safety"??? who doesn't want thread safety??
I guess --disable-threads means "don't use threads".
Since pkgsrc has gnu(ossp) pth including mk/pthread.buildlink3.mk and 
setting PTHREAD_OPTS+= require should not be a problem on most
platforms I guess.
